exact same rate (12 cents), plus a small surcharge which varies depending on
the country. (Zero surcharge to: France, Spain, Germany, Ireland, Italy,
United Kingdom, Austria, Denmark, Portugal, Australia, New Zealand, Singapore,
Hong Kong and Taiwan.)
